PROBLEM TO BE SOLVED: To provide a dielectric material for a plasma display panel in which dielectric layer is hard to cause yellowing even if non-lead based glass powders are used, and which has superior transparency, and furthermore which has a thermal expansion coefficient adaptable to a glass substrate, and can be calcined under a temperature of 600°C or less, a forming method of the dielectrics layer, and a glass plate for the plasma display panel formed by its method. SOLUTION: The dielectric material for the plasma display panel is composed of ZnO-B<SB>2</SB>O<SB>3</SB>based glass powders, in which the glass powders do not contain PbO substantially, and is composed of the glass containing 46 to 80% of ZnO+B<SB>2</SB>O<SB>3</SB>, 0.3 to 10% of TiO<SB>2</SB>, and 0.01 to 6% of CuO+MoO<SB>3</SB>+CeO<SB>2</SB>+MnO<SB>2</SB>+CoO by weight percentage.
