PROBLEM TO BE SOLVED: To provide a permeability measuring device and a permeability measuring method, which easily and separately measures each component containing non-diagonal component of permeability tensor of measurement object. SOLUTION: The permeability measurement device 1 for measuring the permeability of a measurement object A by impressing the magnetic field on the measurement object A comprises: a magnetic field generation source 3 for generating AC magnetic field H in the Y axis direction; and the detection part 4 constituted such that the angle between the normal line of loop surface 14 of the coil 11 and the Y axis direction is made variable, including the loop coil 11 for fixing the measurement object A internally.
