PROBLEM TO BE SOLVED: To provide a surface coated cutting tool with a hard coating layer exhibiting excellent chipping resistance. SOLUTION: This surface coated cutting tool is formed by vapor-depositing a hard coating layer composed of a ground layer, a lower layer and an upper layer on the surface of a tool substrate, the ground layer comprises a mixed-phase structure layer with a layer thickness of 0.1-2μm which is formed by dispersing and distributing a 10-40 area% of a CrTi composite carbide phase of a rhombic crystal in a TiCr composite carbide phase matrix of a cubic crystal, the lower layer comprises a Ti compound layer of the total mean layer thickness of 3-20μm, and the upper layer comprises an aluminum oxide layer with the mean layer thickness of 1-20μm.
