PROBLEM TO BE SOLVED: To provide an IP signal converting apparatus which converts an IP multicast distribution signal utilizing a network into an RF signal to enable direct connection to a TV receiver. SOLUTION: A broadcast communication system is composed of an IP signal converting apparatus 10, a head end station 20, an IP network 30 and a TV receiver 40, and the IP signal converting apparatus 10 is composed of an IP selector unit 1, a synchronism control unit 2, a modulation unit 3, a frequency conversion unit 4 and a mixer 5. In the head end station 20, antenna reception signals of terrestrial wave broadcasting, BS broadcasting and CS broadcasting are converted into IP signals, transmitted to the IP signal converting apparatus 10 via the IP network 30, converted into RF signals for TV broadcasting by the IP signal converting apparatus 10 and then received by the TV receiver 40.
