PROBLEM TO BE SOLVED: To provide a manufacturing method for an electric double-layer capacitor capable of enhancing the charge voltage up to the potential difference of a potential window. SOLUTION: The manufacturing method is provided with an arrangement step for arranging to have a positive electrode and a negative electrode face each other in the inside of an outer container having an opening; an insertion step for inserting a sacrificial electrode into the inside of the outer container, through the opening, an injection step for injecting an electrolyte; a charging step for electrically connecting between the sacrificial electrode and the positive electrode or the negative electrode so as to apply a voltage higher than the usage rated voltage to the positive electrode or the negative electrode, on the basis of the sacrificial electrode; a cutoff step for cutting off an electrical connection between the sacrificial electrode and the positive electrode or the negative electrode, and a sealing step for hermetically sealing the inside of the outer container.
