PROBLEM TO BE SOLVED: To provide a cleaning roller which is excellent in durability and capable of appropriately removing fine powder particles adhering to the surface of a body to be cleaned, without damaging it. SOLUTION: The cleaning roller 21 is configured so that it comes into slide contact with the surface of a photoreceptive drum 11 and rubs against the surface of the photoreceptive drum 11, while being rotated, to remove toner adhering to the surface of the photoreceptive drum 11. The cleaning roller 21 is provided with a shaft member 23 having rigidity, an elastic layer covering the circumferential surface of the shaft member 23 and a fiber layer 25 covering the circumferential surface of the elastic layer.
