PROBLEM TO BE SOLVED: To provide an image carrier protective agent which develops a sufficient protective effect of an image carrier surface, more particularly a protective effect for a stress in an electrostatic charging step and a cleaning step. SOLUTION: The image carrier protective agent 21 which is used in an image forming method having a step of applying or sticking the protective agent to the image carrier 1 and the image carrier surface includes at least two hydrophobic organic compounds. Of the two hydrophobic organic compounds, the penetration of the compound having the smallest penetration is≤2 and the penetration of the compound having the greatest penetration is≥8; in addition, the mass ratio of the compound having the smallest penetration and the compound having the greatest penetration is preferably between from 97/3 to 50/50.
