A compiler has a control function (22) for extracting a design object memory characteristic value so as to build a characteristic database (21) by using mask pattern data and a net list and can generate a simulation model (20) of the design object memory by using the characteristic value of the characteristic database built by itself. Accordingly, it is possible to provide a memory compiler to an end user at an early stage with the characteristic database in an empty state. In accordance with the building state of the characteristic database (whether characteristic values required for performing an interpolation process are available), it ispossible to extract characteristics or obtain necessary characteristic values by performing an interpolation process (24). This reduces the computer processing time or reduces the TAT of the memory compile process.
