PROBLEM TO BE SOLVED: To provide a wireless communication system and a wireless communication device which can appropriately select a terminal to be operated as a wireless base station in accordance with terminal placement. SOLUTION: The wireless communication system includes a plurality of first wireless communication devices capable of operating as a radio base station; a transmission means which transmits an investigation request frame, including an address of a wireless communication device to be investigated, to the plurality of first wireless communication devices; a reception means which receives investigation results which are obtained, by transmitting a test frame to the address from the plurality of first wireless communication devices, in response to reception of the investigation request frame and show the numbers of terminals which the plurality of first wireless communication devices can communicate with, respectively; and a base station selection means which selects the first wireless communications device capable of communicating with the largest number of terminals, among the plurality of first wireless communication devices as the base station, on the basis of the investigation results.
