PROBLEM TO BE SOLVED: To provide a construction method of surface layer peeling-off and water proofing of a high grade building /a shaped substance of mortar or the like by which the surface layer peeling-off of the building /the shaped substance of mortar or the like is effectively prevented to be safe and water proofing is imparted to the building /the shaped substance of mortar or the like to prevent the corrosion of an inner support such as a metallic mesh, a reinforcing steel, a steel frame and then, the durability of the building, the shaped substance or the like is improved. SOLUTION: The method of surface layer peeling-off prevention/water proofing of the building/the shaped substance of mortar or the like comprises a step for shaping mortar or the like into a prescribed shape by wrapping the assembled support with the metallic mesh, the reinforcing steel, the steel frame or the like, a primary coating step for applying a primer 2 onto the shaped body 1, an urethane coating step for forming an urethane coating layer 3 by blowing an urethane resin onto the primer 2, a urethane coating layer 3 degreasing/dust-removing step for removing foreign substances such as grease, dust or the like from the surface layer of the urethane coating layer 3, a painting step for paint-finishing the degreased and dust-removed urethane coating layer.
