PROBLEM TO BE SOLVED: To provide a method of forming stable and high-adhesion thin films by reforming water- and liquid-repellent surfaces of thin films although a thin film having a water- and liquid-repellent surface is inferior in coating and laminating abilities. SOLUTION: The method comprises applying H<SB>2</SB>O ions to the water- and liquid-repellent surface to reform the surface to be hydrophilic and treating the hydrophilic surface by silane coupling.
