PROBLEM TO BE SOLVED: To provide a coating for forming a phosphor layer capable of forming a phosphor layer excelling in uniformity and denseness of a film, small in film thickness, and having luminous flux hardly degrading with a lighting time; and to provide a phosphor layer and a fluorescent lamp using it. SOLUTION: This coating for forming a phosphor layer contains a phosphor comprising two or more kinds of a red-based phosphor substance, a green-based phosphor substance and a blue-based phosphor substance, wherein the average particle diameter of primary particles of the phosphor is 0.5-10μm, and the average particle diameter of secondary particles thereof is 1.0-15μm.
