PROBLEM TO BE SOLVED: To provide a compiler apparatus and a semiconductor integrated circuit device which do not require designing an FPGA circuit for each source program, can compute the source program at a high speed, and can suppress the circuit size of the FPGA to a minimum. SOLUTION: In compiling the source program, the apparatus and the device refers to a circuit information library 6, with a plurality of items of circuit information designed for each process content stored therein; divides the program into process contents, to be executed by an FPGA 14 and a processor 12 so as to minimize the number of configuration cycles and the number of execution cycles; installs an FPGA execution command and an FPGA configuration command into the program to generate an execution program; extracts the circuit information required for FPGA execution command from the library 6 for storing the circuit information in a circuit information storage configuration control means 13; dynamically installs and configures the circuit information by the control means 13 in the FPGA 14, when the processor 12 executes FPGA configuration command; and executes the process contents by the FPGA 14, after executing the FPGA execution command.
