PROBLEM TO BE SOLVED: To provide a toner composition for electrostatic charge development used for a copying machine, a printer or the like applying electrophotographic technology and an image forming method using the same, particularly, to provide a nonmagnetic single component toner composition for electrostatic charge development with which scumming is not generated, and further, excellent image performance can be obtained by efficiently and uniformly performing friction charging between a development roller and a regulation blade in a development machine. SOLUTION: The image forming apparatus is characterized in that, in an image forming method where each color image is formed using a plurality of development devices including black and color nonmagnetic toners, each development device comprises a regulation blade applied with a bias on the negative side to a development roller, further, metal oxide nanoparticles are fixed to the surface of each toner at a bond strength of 95 to 99%, also, the direct current resistance of each toner is 1E7 to 1E9Ωcm, and the capacitance of each toner is 1.0E-12 to 1.5E-11F.
