PROBLEM TO BE SOLVED: To provide a charge pumping circuit which has voltage stabilizing effect without extenal attachment of a voltage stabilizer. SOLUTION: An input adjusting transistor is mainly installed between an input voltage point and a charge pump circuit, and the output voltage change of the charge pump circuit is detected, making use of a minus feedback mechanism. The voltage to be inputted into the charge pump circuit is thereby adjusted, stably achieving the effect of outputting voltage. The input voltage is decided by this input adjusting circuit without deciding the output voltage this way, and then output voltage without input voltage changing according to the load is obtained.
