PROBLEM TO BE SOLVED: To provide slurry-like ice usable for cooling during transportation without impairing the appearance and flavor of fish and shellfish. SOLUTION: A manufacturing device 10 comprises a seawater storage tank 1, an ice making device 3, a slurry ice storage tank 4, a discharging device 5 and a water purifying device 8A. The seawater storage tank 1 stores acquired seawater. The ice making device 3 makes sherbet-like ice from seawater. The water purifying device 8A purifies supplied water into reverse osmosis membrane water through a reverse osmosis membrane. The slurry ice storage tank 4 stores seawater ice made into ice by the ice making device 3, in a slurry state while agitating and mixing it with the reverse osmosis membrane water.
