PROBLEM TO BE SOLVED: To provide a wrapping material for seeds observing contents from outside and excellent in gas barrier property and to provide a bag for seeds. SOLUTION: The invention relates to the wrapping material for seeds comprising a laminate of a plastic base film, a film with an inorganic oxide deposited layer and a heat seal layer, and the wrapping material for seeds has a printed layer between the plastic base film and the film with the inorganic oxide deposited layer and/or the film with the inorganic oxide deposited layer and the heat seal layer, wherein the printed layer has a fenestrated part printed with a color lighter than outer periphery. The bag for seeds of the invention is clear and excellent in preservability, excellent in expression of information on the contents, excellent in preservation stability of the seeds caused by having barrier properties to steam, excellent in flexibility for protecting the contents even the material is composed of a laminate, impact resistance, abrasion resistance, printing property, opening property and loading packing fitness.
