A water leakage monitoring system having a monitoring device (12) and a water leakage position estimation device (13), in which the monitoring device (12) collects and stores data on flowrate and pressure obtained from pressure meters (6a, 6b) and a flowrate meter (5) that are arranged in each water distribution block. The water leakage position estimation section (13) has cycle data acquisition means (21) for taking out data on flowrate and pressure that are obtained at a predetermined cycle and are stored in the monitoring device and taking out signals relating to variations in flowrate and pressure that suggest water leakage; means (22) for calculating, based on signals relating to variations in two pressures, a pressure reaction time difference; means (23) for estimating the speed of pressure propagation by using the pressure reaction time difference and the distance between two pressure meters in a water distribution block defined in pipeline network map data; and means (24) for estimating, upon receiving the signal relating to variation in flowrate, the position of flowrate variation by using the pressure propagation speed and the installation positions of the flowrate meter and pressure meter in the pipeline network map data.
