PROBLEM TO BE SOLVED: To suppress both a communication burden for distributing traffic information and a processing burden of a map distributing server in a communication type map display system which displays a state of traffic congestion on a map image. SOLUTION: The map distributing server 30 equipped with a congestion polyline creating means 381 and a congestion guidance information creating means 382, creates congestion polyline data and congestion guidance information for an object area of a map to be distributed to a map display terminal 20, adds them to vector map data and distributes them to the map display terminal 20. The map display terminal 20 equipped with a cursor selection discriminating means 27, displays the map image, based on the vector map data received by a display means 25 from the map distributing server 30 and further displays the congestion polyline on the map image. The cursor selection discriminating means 27 detects a selection operation of the congestion polyline using a cursor. When a selection operation of a specific congestion polyline is detected by the cursor selection discriminating means 27, congestion guidance information related to the congestion polyline is displayed.
