PROBLEM TO BE SOLVED: To provide a level-measuring device and a level-measuring method that modifies the high- and the low-level values of a pulse-width modulation signal, complying with the different demands from system, and that measure them. SOLUTION: The level-measuring device of pulse-width modulation signal includes: a pulse-width modulation signal generating loop 21 for generating a 1st pulse-width modulated signal Sp11; a reference voltage generation loop 22 for generating a reference voltage signal Sv1; and a measuring loop 23 which is electrically connected to the pulse-width modulation signal generating loop 21 and the reference voltage generation loop 22, respectively, measures the high value and the low level values of the 1st pulse-width modulation signal Sp11, based on the reference voltage signal Sv1, and then generates a 2nd pulse-width modulated signal Sp12.
