PROBLEM TO BE SOLVED: To provide a floor material for a building, which is free from the influence of moisture not only from an underfloor material but also from the interior of a room, and of liquid such as spilt water, ensures the strength of a tongue finished portion, and eliminates the risks of cracking and folding thereof, and to maintain high quality of the building. SOLUTION: In formation of the floor material 10 for a building, two intermediate-density wooden fiber plates 13 which are hot-press-molded to have a thickness of 2.5 to 3.0 mm, are stuck to each other such that three moisture-proof sheets 14 alternately pinch the fiber plates, to obtain a floor substrate 11 formed like a narrow-width long-length plate, and a decorative sheet 12 is bonded to and laminated on one surface of the floor substrate 11. Then the floor substrate 11 has a projection 15a and a recess 16a accommodating the projection 15a formed on both lateral ends thereof and in the intermediate-density wooden fiber plate 13 close to the decorative sheet 12, to thereby form a projective tongue finished portion 15 and a recessed groove finished portion 16 accommodating the projective tongue finished portion 15.
