A surface grinding wheel is provided to decrease vibration and noise and improve efficiency of grinding by forming a vibrationproof layer to endure high temperature of heat generated during the surface grinding process. A surface grinding wheel comprises a wheel base(103), a rim part(105), and a grinding surface(106). The wheel base has a connection hole(101) at the center of a plate member made of a metal material, and an offset part(102). The rim part prevents damage of the surface to be ground(104) to maintain the strength of the entire wheel base. The grinding surface is formed between the offset part and the rim part, and has a grinding chip is melted by spreading a diamond on the surface of a melting powder. A vibrationproof layer(110) of a rubber material absorbs vibration, noise, and impact to endure high temperature of heat generated during the surface grinding process on the inner surface of the wheel base. The plural recessed parts easily emit heat generated during the grinding process on the surface of the vibrationproof layer.
