<P>PROBLEM TO BE SOLVED: To shorten the communication time of firmware update data to a peripheral device such as a printer without changing a communication speed. <P>SOLUTION: A server 12b sequentially reads records in a first format (S101), deletes consecutive blank data that are contained in real data in records of the first format and are longer than the management data in a second format, and segments the real data before and after the blank data (S109), connects the real data in records of the first format into units of a certain length (S106 and S107), generates management data for the segmented real data and management data for the connected real data to produce records in the second format (S110), and sends the update data composed of the records of the second format to the printer 13b (S112).
