PROBLEM TO BE SOLVED: To prevent an overcurrent from actually flowing, by detecting abnormality for each assumed abnormal mode, without enhancing specifications of a switching element. SOLUTION: When discharge is controlled, a difference between a current detected by a discharge current detection resistor R1 and a current detected by a cylinder current detection resistor R3 is detected by a discharge current/cylinder current comparison operational amplifier 16, and if the difference exceeds a predetermined level, overcurrent detection signals are output from AND gates 31, 34 for a determination mask of each abnormality, then an FET through which the overcurrent may flow is turned off. When a constant current is controlled, a difference between a current detected by a constant-current detection resistor R2 and the current detected by the cylinder current detection resistor R3 is detected by a constant current/cylinder current comparison operational amplifier 17, and if the difference exceeds a predetermined level, overcurrent detection signals are output from AND gates 32, 33 for the determination mask of each abnormality, then the FET through which the overcurrent may flow is turned off.
