PROBLEM TO BE SOLVED: To solve the problem that a positioning system which specifies a position of a radio terminal based on the installation location of a radio base station under connection determines that a radio terminal has moved because of load distribution processing despite that the radio terminal stands still, as the connected radio base station is changed by the load distribution processing. SOLUTION: The positioning system which finds location information on a radio terminal based on information on the installation location of a radio base station under connection has a means of detecting a movement for determining whether a radio terminal has moved and a means of detecting a position for specifying a position of a radio terminal based on the information on a base station to which the radio terminal is connected. When the positioning system detects a change of a radio base station to which a radio terminal is connected by the means of detecting a movement, it confirms if the change has been made following the movement of the radio terminal or load distribution control. When the change has been made by the movement of the radio terminal, the system determines that the radio terminal has moved and obtains new location information of the radio terminal by the means of detecting a position.
