PROBLEM TO BE SOLVED: To surely detect pattern information indicating copy inhibition for image data in which the pattern information is embedded beforehand. SOLUTION: A pattern information generation means 9 generates the pattern information indicating a copy inhibited page, and a printing means 11 prints the pattern information on a paper sheet. An image read means 13 reads a printed paper sheet printed in the printing means 11 and generates image data, and a storage means 19 stores the generated image data. A pattern information detection means 15 detects whether or not there is pattern information in the stored image data. A pattern information control means 17 variably controls the dot shape of the pattern information 5 generated in the pattern information generation means 9 when the pattern information detection means 15 does not detect the pattern information.
