PROBLEM TO BE SOLVED: To provide an X-ray device and a heat exchanger which can degas from a cooling medium even after installation and can simplify an installation work or the like. SOLUTION: The X-ray device 1 is provided with an X-ray tube container 22 having an X-ray tube 24 and a passage 22a for cooling the X-ray tube 24 and a heat exchanger 30 which is connected with the passage 22a and conducts heat exchanging of insulating oil 25 flowing in the passage 22a. In a circulating passage of the insulating oil 25 circulating between an inside of the X-ray tube container 22 and the heat exchanger 30, there are provided a vacuum chamber 33 and a vacuum pump 34 for removing intruded gas from the insulating oil.
