PROBLEM TO BE SOLVED: To cut an elastic member clamped by sheets without the risk of breaking the sheets. SOLUTION: A hot melt adhesive is applied to at least one of both upper and lower sheets, the elastic member 920 is clamped between both upper and lower sheets 930 and 910 in a stretched state to obtain a laminate 940, and the laminate 940 is made to pass between an emboss heat roll 950 where the group of projection parts 952 is disposed and an opposing roll 960. The upper and lower sheets 930 and 910 are heat-sealed by the group of the projection parts 952 of the emboss heat roll 950 to form a seal part and the elastic member 920 present at the seal part is heated and cut.
