PROBLEM TO BE SOLVED: To easily and inexpensively manufacture a belt layer 23 wherein the meandering of a reinforced cord at both ends in the axial direction is prevented. SOLUTION: Since the central part in the axial direction of the belt layer 23 is bulged outward in the radial direction from the both end parts in the axial direction by a rubber member 42 disposed at the outside of a cylindrical BT drum 40, the clearance is provided between all area of a tread part and an inner surface of a vulcanized mold within the expansion rate of the belt layer 23 in the end of closing of the vulcanized mold, and in the result, the both end parts in the axial direction of the tread is not pushed in the inner side in the radial direction by the vulcanized mold.
