PROBLEM TO BE SOLVED: To obtain soft tissue paper which is softened by internal addition of a softening agent and controls reduction in paper strength while maintaining flexibility. SOLUTION: The soft tissue paper is obtained by carrying out an alkali treatment in which a pulp slurry is retained under an alkali condition at pH 7.5-10 for a fixed time, adding a softening agent to the pulp slurry during or after the alkali treatment and making the pulp slurry obtained by the addition of the softening agent into paper.
