PROBLEM TO BE SOLVED: To provide an potential therapy apparatus and a combined electrotherapy apparatus capable of preventing a treatment object from being accustomed to stimuli of a constant potential, giving a human body a relaxed feeling and sustaining therapy effects. SOLUTION: This potential therapy apparatus 1 is provided with a voltage generation section 14 generating a prescribed voltage, a control section 2 changing the voltage generated by the voltage generation section 14 and the output time of the voltage based on 1/f fluctuation period, and potential therapy directors 27 and 28 for applying the potential from the voltage generation section 14 to the treatment object.
