PROBLEM TO BE SOLVED: To provide gelatinous alkaline electrolyte in which ion conductivity is not reduced and which is stable after a passage of time compared to electrolyte solution, and to provide an alkaline cell provided with it.

SOLUTION: The gelatinous alkaline electrolyte is gelatinized alkaline electrolyte solution by titanium oxide sol. The alkaline battery uses the gelatinous alkaline electrolyte.
