PROBLEM TO BE SOLVED: To provide a flow diagram editing apparatus for quickly and accurately creating a flow diagram of a higher hierarchy out of a flow diagram consisting of nodes, arcs and a delimiter. SOLUTION: An arc whose starting point is connected to the delimiter is detected (step S101). Common concentrated ID information is set for every node that the arc passes on a route to the delimiter through the nodes and other arcs (S102 to S107). Then a flow diagram of a higher hierarchy is created such that the nodes for which the common concentrated ID information has been set are concentrated to one node (step S108, S109).
