PROBLEM TO BE SOLVED: To secure high rust-proofness at a foot by a simple constitution. SOLUTION: At each of feet 23 of a finishing sander 1, a sponge sleeve 28 is mounted to the outer periphery of a boot body 24. This sponge sleeve 28 is a cylindrical element which is formed slightly longer in axial direction than an interval in an upward and downward direction between upper and lower receptacles 27. While it is sheathed on the foot body 24, top and bottom ends are pressure-welded to opening ends of the respective receptacles 27, and deformed corresponding to the shape of the opening end so as to block the receptacles 27.
