PROBLEM TO BE SOLVED: To provide a gas barrier property resin base material having high gas barrier performance and excellent adhesiveness and bending resistance, and an organic electroluminescence device having excellent gas barrier resistance using the same. SOLUTION: In the gas barrier property resin base material having a gas barrier layer with at least two ceramic layers containing silicon oxide being laminated on at least one surface of a transparent resin base material, at least one of the ceramic layers is a first ceramic layer containing silicon oxide having the modulus of elasticity of≥5GPa and≤20GPa, and the compressive stress in the gas barrier layer is≥0MPa and≤20MPa.
