PROBLEM TO BE SOLVED: To provide an anti-oxidizing or cell activity-activating agent which simultaneously has a strong anti-oxidizing force and an action for imparting metabolic activity to cells, exhibits an efficient health-maintaining effect, a skin damage-preventing effect and a skin ageing-preventing effect, does not have a problem on safety, and contains an extract originated from a natural product, and to provide a cosmetic containing the same. SOLUTION: This anti-oxidizing or cell activity-activating agent is characterized by comprising a solvent extract obtained by extracting Sargassum horneri (Sargassaceae) with water, an alcohol, or the like.
