PROBLEM TO BE SOLVED: To provide a cleaning device having no bearing part of a cleaning member, then, capable of suppressing such a failure that the movement of the cleaning member is interrupted by the biting of the bearing part, to provide a process cartridge equipped with the cleaning device, and to provide an image forming apparatus. SOLUTION: The cleaning device 60 includes: the cleaning member 66 for cleaning the surface of a body to be cleaned 14 in contact with the body to be cleaned 14; and a supporting member 62 for supporting the circumferential surface of the cleaning member 66; wherein the cleaning member 66 is supported by the supporting member 62 and the surface of the body to be cleaned 14 with a prescribed degree of freedom.
