PROBLEM TO BE SOLVED: To provide a device and a method for applying a coating liquid, in each of which the hardening/adhesion of a liquid gasket applied to a seal surface can be promoted easily, uniformly and surely by a simple constitution. SOLUTION: The device for applying the coating liquid is provided with: a FIPG applicator 1 for discharging the liquid gasket G, which is hardened by water W and has an optional shape, from a FIPG coating nozzle 10 and applying the discharged liquid gasket having the optional shape to the seal surface S; and a hardening agent supply means 2 for supplying micronized water W to the periphery of the FIPG coating nozzle 10 as a hardening agent. The hardening agent supply means 2 has a micronized water spraying part 21 arranged on the periphery of the FIPG coating nozzle 10. The micronized water spraying part 21 has a plurality of spray holes 24 arranged around the FIPG coating nozzle 10. The FIPG coating nozzle 10 is moved/advanced while spraying the micronized water W against the periphery of the FIPG coating nozzle 10 to spray the micronized water W against the seal surface S before the liquid gasket G is applied and also against the liquid gasket G applied to the seal surface S.
