The present invention comprises a system and method for implementing an o riginal call anchoring in voice call continuity service, the system comprise s: MSC/VLR HLR MGCF and VCC application server. A UE initiates a call to the MSC/VLR in a CS domain, the MSC/VLR sends the initial request ORREQ message to the HLR, the HLR determines whether the UE has VCC service, if it has, t he HLR sends the message to the VCC application server; after the VCC applic ation server received the message transmitted from the HLR, it saves called number et. information and returns the number of the VCC application server to the HLR, the HLR returns the number of the VCC application server to the MSC/VLR through orreq ACK message; the MSC/VLR sending initial address messa ge IAM including the number of the VCC application server, after the MGCF re ceives the IAM message, initiating the INVITE message to the number of the V CC application sever; it extracts the called number and then executes next s tep. When there is not intelligent network, the present invention realizes t he initial call anchoring in the CS domain.
