<P>PROBLEM TO BE SOLVED: To obtain a management device capable of distributing necessary data to a terminal at proper timing. <P>SOLUTION: A management server 30 for managing set states of mobile terminals 10 includes a mail reception part 34 for receiving the setting information of the mobile terminals 10, an update reception part 32 for receiving updating information for notifying the update of setting information, a setting information management database 42 wherein setting information is stored per mobile terminal 10, a transmission part 38 for starting communication to the mobile terminals 10, and a setting management part 36 for managing setting information. Setting information includes the location information of the mobile terminals 10, time information associated with the location information, and call termination setting information which is associated with the time information and sets whether call termination in the mobile terminal 10 is possible or not.
