PROBLEM TO BE SOLVED: To provide an information recording and reproducing device in which recording quality in recording can be improved in a multi-layer recording medium. SOLUTION: A picket code for improving error correction capability is buried in recording data of a multilayer optical disk 1 in which a plurality of recording layers are laminated. Error detection of the picket code is performed while reproducing data of the optical disk 1, an error detection position of the recording layer being reproduced is registered based on an error result of an error detecting means. There is registered a position corresponding to an error defect position of the recording layer being reproduced of the recording layer arranged at a lower layer of the recording layer being reproduced.
