A non-invasive measurement system and a method of a subcutaneous fat thickness using a light source and an optic filter are provided to exactly and easily measure even thick fat by deeply penetrating light to a skin. A non-invasive measurement system of a subcutaneous fat thickness includes a power unit(60), a light source unit(10), an optic filter(30), a detector(20), and a data processing unit(40). The light source unit generates light generated from a light source element with a wavelength of 400nm~2500nm. The optic filter passes only a near-infrared band within 1000nm~1400nm of light transmitted after absorbing and reflecting the light irradiated from the light source unit at a measuring region. The detector detects only the light with a specific wavelength passed through the optic filter. The data processing unit measures subcutaneous fat by local regions of a human body at the intensity of the light sensed by the detector.
