A steam boiler and a steam cleaner are provided to improve productivity and reduce volume of a heater plate by doubly insulating a heater with an insulation element and an insulation material. A steam boiler comprises a housing(390) having a water inlet, a steam discharging port and a steam generator, a heater plate(110) mounted inside the housing, and an insulation element(260) wrapping the heater plate. The heater plate and the housing are insulated through the insulation element. The heater plate consists of a heating element, a metallic protective pipe wrapping the heating element, and an insulation material filled between the heating element and the metallic protective pipe. The housing includes a base(391) placing the heater plate, an upper cover(392) combined to the upper part of the base and a lower cover(393) combined to the lower part of the base to cover the heater plate. The steam generator is divided on the base and each combining surface of the upper cover.
