A talk deciding system is provided to decide on final results based on decision information received from a remote side and decision information obtained by deciding on signal remote-side single talk, near-side single talk, double talk, and mute sound, thus sensing accuracy can be improved. A receiver receives remote-side decision information indicative of a talking state of a remote side. An input unit inputs a soundproof signal from the remote side. A speaker(13) emits the soundproof signal inputted within the input unit. A microphone(14) catches a voice on a near side, and outputs the caught signal. A decider(20) previously decides on a talking state of a near side based on the caught signal and the soundproof signal, and generates near-side decision information indicative of the talking state of the near side.
