An image sensor and a method for manufacturing the same are provided to improve characteristics thereof by forming a hydrophilic layer below a planarization layer. A planarization layer(11) having a first region and a second region is formed on a hydrophilic layer. The first region is formed to expose the hydrophilic layer. The second region is formed not to expose the hydrophilic layer. A first micro-lens(13a) is formed on the first region. A second micro-lens(15a) is formed on the second region. The first micro-lens and the second micro-lens are formed with photosensitive layers. A lower structure having a photodiode and a color filter array formed on the lower structure are formed at a lower part of the hydrophilic layer.
