PROBLEM TO BE SOLVED: To periodically allocate a predetermined wireless resource to traffic where data are periodically generated.

SOLUTION: The base station is equipped with a scheduling means of allocating one of a resource block having a system bandwidth divided into blocks of successive frequency subcarriers and a distributed type resource block consisting of frequency subcarriers discretely distributed within the system bandwidth and constituted by dividing the resource block into a plurality to each mobile station, and allocating one of the resource block and distributed type resource block to the mobile station in predetermined allocation cycles based upon a reception channel state of a down link reported from the mobile station.
