PROBLEM TO BE SOLVED: To improve the luminance characteristics and the reliability of a light-emitting device, such as a plasma display panel comprising a phosphor. SOLUTION: The plasma display panel 100 has a discharge gas that generates a UV by discharge and a phosphor layer 10 containing a phosphor that is excited by the UV and emits a light. The above phosphor comprises a novel Eu-activated silicate phosphor represented by (Ca<SB>x</SB>M1<SB>1-x</SB>)<SB>3-e</SB>-M<SB>2</SB>-Si<SB>2</SB>O<SB>8</SB>:Eu<SB>e</SB>(wherein M1 is one or more elements selected from the group consisting of Sr and Ba; M2 is one or more elements selected from the group consisting of Mg and Zn; x, which indicates a composition ratio of Ca, is 0<x≤0.2; and e, which indicates a composition ratio of Eu, is 0.001≤e≤0.2).
