PROBLEM TO BE SOLVED: To provide a method for forming a film of titanium oxide, in which titanium oxide can be fixed satisfactorily even to a heat-nonresistant substance such as a textile material without changing the property and state of the heat-nonresistant substance. SOLUTION: Superheated steam is used as a drying heat source at a drying step of drying the heat-nonresistant substance 1 to which titanium oxide solution 2 is adhered to form the film of titanium oxide on the heat-nonresistant substance 1. Since superheated steam is used as the drying heat source at the drying step of this method, the property and state of the heat-nonresistant substance 1 hardly change and titanium oxide can be fixed stably even when the heat-nonresistant substance is dried at high temperature.
