PROBLEM TO BE SOLVED: To provide an alkaline aqueous solution for washing which is free from adverse influence on the luster of a floor surface and retains the same detergency level as conventional ones, its production method, and an apparatus for producing the alkaline aqueous solution for washing. SOLUTION: When a container 12 is filled with alkaline aqueous solution, and a pump 14 is actuated, the alkaline aqueous solution passes through a supply part 16 to form a flow, and is supplied from an aqueous solution supply port 16A to an electrode part 30. A positive electric field is applied to the flow of the alkaline aqueous solution by the electrode part 30 to make the flow of the alkaline aqueous solution near the center of the electrode part 30 contain many negative ions. The aqueous solution outlet 18A of an outlet 18 is installed upward in the vicinity of the center of the lower part of the electrode part 30, so that the flow of the many negative ions-containing alkaline aqueous solution passes through the outlet 18 to be taken outside.
