PROBLEM TO BE SOLVED: To safely and surely return game media and a negotiable value storage medium even if a player leaves a seat. SOLUTION: When a seat leaving detection part 223 detects that a player leaves a seat, a negotiable value deposit part 282 controls a storage medium value nulling part 304 to read the residual value of the negotiable value recording medium, and controls a counter 35 to count the game media; and a table management part 283 associates a face picture acquired by a face picture acquisition part 221 with a face picture of a registrant and accumulates the negotiable value obtained by adding the residual value to the counted value of the game media. When a similarity determination part 233 determines that the face picture acquired by the face picture acquisition part 221 is the face picture of the registrant accumulated in a string table 228, a storage medium issue part 302 records the accumulated negotiable value associated with the face picture of the registrant by the string table 228 and issues the negotiable value storage medium.
